Fermi's Paradox

Can one explanation for Fermi's paradox be the universe is expanding faster than life?  Applying the "Swiss Cheese Theory" that some infinities are larger than others, in this case that other life is always just out of reach.  There's probably a major flaw in that thinking.  

Still, I'd say:

We are more likely to predict what extra-terrestrial life looks like than we are to meet it.
